Terms and Rules

I realize this is a XenForo problem but I'm having issues finding the write answer. How do I change the stock "terms and rules" at the bottom of the page? Do I just start typing in the terms_rules_text Phrase or is there an actual .txt file I can move over and edit? Confused.

Edit Phrases under the Appearance tab.

The phrase name is terms_and_rules
