Why was I allowed to purchase a skin without being logged in.

The skin shop & forums are not integrated. You need to manually insert your username, so I know what account to upgrade when the payment arrives. Your input was left blank, hence the delay

You should have the skin visible under "Customers Only!" If not then he hasn't done it.
